The following areas were covered in the assessment:
- The information consumption and needs. This part of the assessment shall focus on information consumption, needs and habits of the target population.
- The media. This part of the assessment shall focus on identifying the media usage, accessibility as well as perceptions of the different media in the target population. It shall furthermore contain a mapping of all present media (which includes national and local media, online media, including social media).
- The media infrastructure. This part of the assessment shall focus on the mobile telephony and internet coverage, including issues of stability and reliability, in the target area.
- The stakeholders. This part of the assessment shall focus on mapping gatekeepers of information relevant for the target group (i.e. all stakeholders that make up the communication and information networks. This e.g. includes local media networks, online networks, civil society networks, mobile telephone companies etc.)
CartONG and SimLab were both involved in designing as well as analyzing and redacting the baseline assessment. CartONG supported local partner in conducting the assessment using smart phones.
