Contract type : Fixed-term contract, 12 months (CDD)

Start date : Ideally from mid-September and subject to the availability of the successful candidate.

Location : Either at the association's head office in Chambéry, with the possibility of remote working up to 3 days a week, or 100% remote working in mainland France.

Salary : Based on salary scale and experience (see more)

Other advantages : Supplementary health insurance covered at 61% by CartONG; Provident scheme covered at 100%; The possibility of working remotely from abroad a few weeks a year.

  • If you have experience in MEAL, IM or in coordinating international solidarity projects, through which you have acquired a good knowledge of data management tools, in particular the MDC.

The missions

Working within the IM & MDC (Information Management & Mobile Data Collection) division, the Information Management & Mobile Data Collection Officer will be responsible for supporting one of our main projects and may also contribute to smaller or medium-scale information management (IM) projects.

The main responsibilities of the Information Management & Mobile Data Collection Officer include the implementation of MDC surveys, capacity building, data analysis and research into improved information management processes and tools wherever useful.

They play an essential role in helping CartONG’s partners to adapt to new technical solutions, and supporting them in their deployment (technical implementation, training, etc.).

Its main tasks will be as follows:

  • Designing data collection tools (e.g. mobile surveys using XLSForms), databases and data visualisation and analysis tools (Excel, PowerBI, etc.),
  • Providing face-to-face or distance learning training on tools, methodology and, more generally, components of the data management cycle (data collection, data analysis, etc.),
  • Provide regular remote support to CartONG partners (coaching, hotline for partner staff, etc.)
  • Produce and update technical and methodological documentation for our partners and the sector: tutorials, manuals, training modules, procedures, studies, etc.
  • Carry out technical and technological monitoring to maintain the quality of products and services
  • Participating in and contributing to events in the life of the IM & MDC Unit: unit meetings, experience sharing, producing documentation aimed at disseminating good practice (technical, methodological, ethical) within the Unit.
  • Participate in activities that support CartONG’s associative mission whenever possible and relevant.
  • Contribute to events and workshops organised by CartONG, such as GeOnG.

Profile required

Education

4/5 years of higher education in economics, data, business school, etc.

Previous experience

At least 3 years’ professional experience, 2 of which in the humanitarian or development sector. Field experience in a developing country would be an asset.

Language skills

Excellent written and spoken French and English.

Technical skills:

Required:

  • Significant experience of data management processes (collection, cleaning, analysis, etc.) using data management tools.
  • Advanced Excel user & XLSForm user
  • Mastery of the project cycle and IM processes
  • Good knowledge of certain technical solutions for collecting mobile data used in the sector (ODK, Kobo, ONA, SurveyCTO, CommCare, etc.)

A major advantage:

  • Mastery of the technical environment for data management, visualisation and analysis such as BI (PowerBI, Qlik, Tableau…) etc., in particular the security aspects of the tools.
  • Ability to design data models and create databases accordingly.
  • Knowledge of concepts and methodologies relating to cross-disciplinary approaches to information management: open data, open outsourcing, agile approach, responsible management and data protection, etc.
  • Ability to offer training in the above skills.

Cross-disciplinary skills:

  • Excellent communication and interpersonal skills (you will be working with people from different cultures and backgrounds, with people whose mother tongue is not always French or English, etc., and you will also be required to represent CartONG in the implementation of projects, in the field, at events, etc.).
  • Good teaching skills
  • Proactivity, curiosity and autonomy
  • Analytical and problem-solving skills
