Location : Either at the association's head office in Chambéry, with the possibility of remote working up to 3 days a week, or 100% remote working in mainland France.

Context & missions
The MSF project within CartONG
Since 2013, CartONG has contributed to the structuring of the GIS Centre of the NGO Doctors without Boarders (MSF), in particular by participating in the development of GIS professions within the organisation. The place of GIS within MSF has developed over time to become a tool that is an integral part of the management of field operations. Working on this project means contributing to the practical support that GIS provides to humanitarian operations.
For MSF’s five operational centres, the CartONG teams produce static and dynamic cartographic products, train GIS specialists and non-specialists based in the field, support the team in charge of data management at the GIS Centre and carry out occasional field missions.
As Project Manager, you will be involved in the production service and harmonisation of mapping processes, grouped together under the “mapping” component of the project. Some of these activities will be managed using the Scrum approach.
The missions
Reporting to the Head of Programmes at CartONG, your main tasks will include coordination, project management and communication with the external partner (MSF’s GIS Centre). You will oversee the entire project, from defining objectives to budget management, as well as supervising the technical team. You will ensure that the project is completed on time and on budget.
You will work closely with the MSF Portfolio Manager, who is responsible for the overall management of the contract. In this capacity, she will support the Project Manager in the monthly contractual exchanges organised with MSF.
In this context, your main tasks are as follows:
1 – Operations management
Management of static and dynamic mapping activities
- To organise the team of geomaticians to ensure a response in line with the terms of the contract, anticipating HR requirements.
- To take on the role of Scrum Master to monitor part of the project’s activities, in conjunction with the Product Owner of MSF’s GIS Centre.
- To coordinate the mapping service and requests from MSF’s operational centres in order to ensure the delivery of static and dynamic mapping products on a daily basis,
- To supervise cross-cutting activities and the technical support provided by the Mapping team to MSF’s GIS specialists.
Continuous improvement of production processes & team practices
- To implement and support quality control processes,
- To maintain complete, up-to-date project documentation,
- To support the team in the continuous improvement of its practices,
- To participate in the evolution of the service and the inclusion of new services, to ensure a technological watch for future developments.
Communication and Coordination
- To ensure communication between the various project stakeholders,
- To organise and lead project meetings (including Scrum ceremonies),
- To facilitate collaboration with the various teams (in particular with the GIS Centre’s Data management, Infrastructure and Earth Observation teams).
2 – Management
- Functional management of the MSF project team (6 people)
- Line management of 3 members of the MSF project team
3 – Contractual and partnership management
- To participate in monthly contract meetings with the MSF portfolio manager.
- Monthly reporting and monitoring of project performance indicators.
- To act as MSF’s main point of contact for monitoring operations.
- To manage changes to the scope requested by the partner.
4 – Support for CartONG’s associative life
Profile required
Previous experience
5 to 7 years’ experience in project management and team leadership. Field experience in an operational NGO would be highly appreciated.
Language skills
Excellent written and spoken French and English.
Technical skills:
- Proven project and team management skills.
- Technical knowledge of the tools used for the project (ArcGIS Pro, ArcGIS Online/Portal).
- Knowledge of the Agile Scrum approach would be an asset. Scrum master training may be provided on taking up the post.
