Contract type : Fixed-term contract, 12 months (CDD)
Start date : Ideally from February/March 2026 and subject to the availability of the successful candidate.
Location : Either at the association's head office in Chambéry, with the possibility of remote working up to 3 days a week, or 100% remote working in mainland France.
Salary : Based on salary scale and experience. 39-hour per week contract (35 hours + 4 paid overtime hours per week). (see more)

This job is for you if…
- You have experience in MEAL, IM or in coordinating international solidarity projects, through which you have acquired a good knowledge of data management.
- You are an expert in Excel and Power BI and DHIS2 ring a bell.
- You like the idea of providing holistic support to some of CartONG’s partners in the complete data and information management cycle, by designing electronic forms, training partner staff, analysing and supporting the dissemination of analysis products.
- You like the idea of supporting partners remotely (and occasionally face-to-face) through training and technical assistance.
- You enjoy being part of a multidisciplinary technical team.
The missions
Working within the IM (Information Management) division, the Information Management Officer (IMO) will be responsible for supporting one of our main partners and may also contribute to smaller or medium-scale information management (IM) projects.
The main responsibilities of the Information Management Officer include setting up mobile data collection and associated visualisation and analysis tools, capacity building, and improving data management processes and tools wherever useful.
The IMO play an essential role in helping CartONG’s partners to adapt to new technical solutions, and supporting them in their deployment (technical implementation, training, etc.).
Its main tasks will be as follows:
- Design data collection tools (mobile surveys using XLSForms, DHIS2, etc.);
- Manage databases;
- Provide data analysis, and design and implement efficient data visualization (Excel, PowerBI, DHIS2, etc.);
- Provide face-to-face or remote learning trainings and webinars on tools, methodology and, more generally, components of the data management cycle (data collection, data analysis, etc.);
- Provide regular remote support to CartONG partners (coaching, hotline for partner staff, etc.);
- Produce and update technical and methodological documentation for our partners and the sector: tutorials, manuals, training modules, procedures, studies, etc;
- Carry out technical and technological monitoring to maintain the quality of products and services (Office Pack, AI, MDC tools, IM tools, etc);
- Participate in and contribute to events related to IM department: meetings, experience sharing, producing documentation aimed at disseminating good practice (technical, methodological, ethical);
- Participate in activities that support CartONG’s associative mission whenever possible and relevant;
- Contribute to events and workshops organised by CartONG, whenever relevant;
Profile required
Education
Higher education in data analytics, business school, international cooperation, and/or any other related field of education.
Previous experience
A minimum of 5 years of professional experience is required, including at least 3 years in the humanitarian or development sector. Field experience in international and/or fragile or crisis-affected contexts would be considered an asset.
Language skills
Excellent written and spoken French and English (required), any other language would be an asset.
Candidates must have the right to work in France on a full-time and long-term basis before applying for this position. CartONG cannot support any work visa application.
Technical skills:
Required:
- Mastery of data collection tools and methodologies, both qualitative and quantitative, from designing forms to implementation and training (XLSForm, KoBoToolbox, ODK, SurveyCTO, CommCare, etc.);
- Mastery of data process and treatment (Microsoft Lists, etc.)
- Mastery of data analysis:
- Advanced Microsoft Excel user (including Power Query, Pivot tables, Macros, etc.)
- Advanced Microsoft Power BI user (multilanguage dashboards, interoperability, data modelling);
- Previous experience in DHIS2 (intermediate level);
- Mastery of the project cycle and IM processes (need assessment and definition, planification, collection, process and treatment, classification, analysis, visualisation, sharing and RAD – retention, archiving and disposal);
- Mastery of responsible data management (GDPR, ICRC Rules on Personal Data Protection, AI risk related);
- Deliver dynamic trainings and webinars both in English and in French, remotely or on site.
A major advantage:
- Knowledge of concepts and methodologies relating to cross-disciplinary approaches to information management: open data, open outsourcing, agile approach, responsible management and data protection, etc.
- Knowledge and application of AI in data processing, evaluating risks and advantages of the use of each tool and its feature.
Cross-disciplinary skills:
- Excellent communication and interpersonal skills (you will be working with people from different cultures and backgrounds, with people whose mother tongue is not always French or English, etc., and you will also be required to represent CartONG in the implementation of projects, in the field, at events, etc.).
