Contract type : Fixed-term contract, 12 months (CDD)

Start date : Ideally from the beginning of September, subject to the availability of the successful candidate.

Location : Either at the association's head office in Chambéry, with the possibility of remote working up to 3 days a week, or 100% remote working in mainland France.

Salary : Based on salary scale and experience (see more)

Other advantages : Supplementary health insurance covered at 61% by CartONG; Provident scheme covered at 100%; The possibility to work remotely from abroad for a few weeks a year.

The missions

CartONG’s range of services covers a vast field related to data management. More specifically, and historically, CartONG has extensive expertise in GIS, recognised in the sector by many partners that the association has supported over the years. In this context, CartONG regularly provides support to various players for the production of cartographic products (customised via web development, or more standard via the use of desktop solutions such as ArcGIS pro, QGIS, etc.) as well as more strategic support related to GIS. CartONG is looking for a project manager to manage a portfolio of cartography projects and/or web products linked to cartography, in order to provide support to international solidarity actors in the field of GIS.

Reporting to the Head of Programmes, your main tasks will include coordination, project management and managing links with certain external partners, as well as managing several members of the project team.

As a technical project manager, you will play a key role in assessing needs, defining technical and methodological solutions, and supporting partners in deploying or adopting tools and approaches (GIS in particular) in a humanitarian context.

More specifically, your main responsibilities will be as follows :

Project management

  • Establishing professional relationships with partners, gaining an in-depth understanding of partners’ needs and requirements, proposing appropriate solutions.
  • Coordinating, supervising and monitoring activities relating to certain CartONG projects with a strong technical component.
  • Ensuring coordination between the partners and the in-house technical teams and ensuring that the team works together on the project (organising meetings, sharing information, etc.).
  • To ensure that CartONG services are provided to partners in a timely and high-quality manner.
  • Negotiating with partners on deliverables, products, work organisation or the project budget.
  • Ensuring administrative follow-up and reporting on projects.

Projects implementation

  • To have a clear overview of the technologies and approaches related to CartONG’s service offering (GIS in particular), databases, mapping software, mobile tools, etc. in order to understand/challenge the technical teams and be able to exchange with partners.
  • Design and run training courses, provide support to CartONG partners in person and remotely

Management

You will be required to manage one or more people. In this context, your main responsibilities as a manager will be to the people you manage:

  • Coaching and mentoring the people reporting to you.
  • Setting specific objectives, monitoring progress and performance, and providing regular feedback on these, in particular through individual interviews.
  • Ensuring that work-life balance is maintained. Assessing people’s workloads and ensuring that they remain reasonable.
  • Participating in the recruitment process and supervising the integration of new employees.

Support for CartONG’s associative life

Profile required

Previous experience

5 or more years’ professional experience in GIS (or web development related to cartographic products) or in any other position with a strong technological dimension if it demonstrates a close link with cartography/GIS,

At least 2 years’ experience in project coordination, ideally in the humanitarian or development sector, with experience of working in the field. Experience with an operational NGO would be highly appreciated.

Language skills

Excellent written and spoken French and English.

Technical skills:

  • Proven ability to coordinate projects.
  • Knowledge of GIS tools: ESRI suite (including ArcGIS pro) and/or QGIS. Knowledge of the technological solutions most commonly used in the solidarity sector would be an advantage (Excel, KoboToolbox, PowerBI, etc.).
  • Be able to explain technical subjects to a wide range of people, including beginners and the uninitiated.
