In response to the successive reductions in Official Development Assistance (ODA) since 2023, Coordination SUD commissioned CartONG to precisely document the impacts of these budget cuts on French international solidarity organizations, their operations, their projects, and their beneficiaries.

The study aimed to analyze the effects of recent ODA budget cuts on a representative sample of 62 French NGOs, in order to produce a national estimate of these impacts.

It sought to:

  • Document operational impacts (projects reduced, suspended, or halted),
  • Measure the human consequences (jobs lost, affected partners),
  • Assess the effects on beneficiary populations,
  • Alert public decision-makers in the context of the 2026 budget debate.

Key findings of the study

The study highlights the massive and systemic impact of budget cuts on French international solidarity efforts. It reveals in particular:

  • 15.2 million people were affected by project reductions or shutdowns, resulting in deteriorating living conditions.
  • 94% of French NGOs have experienced reduced funding since 2024.
  • 1,282 humanitarian and development projects were scaled back or halted across 79 countries.
  • Some organizations had to completely withdraw from 23 countries.
  • 10,000 jobs were eliminated, both in France and internationally.
